Developing the Duty-free Store Management System for the Vietnam Customs

Project Overview

The current duty-free store management system operated by the General Department of Vietnam Customs is facing several challenges in practical implementation. Therefore, the system needs to be upgraded to ensure effective management and compliance with new government regulations.

Key Challenges

For Businesses

  • When businesses submit standardized messages (XML) to the system and an error occurs, the system only returns a generic error message without specifying the exact issue.
  • Some message formats are not aligned with Decree 100/2020/NĐ-CP.
  • After successful submission, businesses are unable to track the status of their messages within the customs system.
  • The system does not handle duplicate data entries when businesses transmit the same standardized messages.
  • Some reports submitted by businesses do not match the ones extracted from the customs system due to differences in product naming conventions between the two systems.

For Customs Officers

  • When businesses successfully submit messages, the system does not notify customs officers for approval processing.
  • Several system functions do not comply with Decree 100/2020/NĐ-CP, making it difficult to reconcile system data with actual operations.
  • Customs officers are required to manually approve a high volume of transaction records.
  • Reviewing and approving business reports is challenging due to inconsistencies between extracted system data and data submitted by businesses.
  • The current system only manages goods, samples, and trial items, but does not yet support the tracking of bags or packaging materials.
  • The management of tax stamp labeling for duty-free goods remains problematic.

Project Outcomes

For Businesses

  • The system provides clear and specific error messages, enabling businesses to quickly understand the status of their submissions and identify any issues.
  • Businesses can flexibly update product names without discrepancies in the reports extracted from the customs system.
  • Duty-free sales for domestic consumption are processed more quickly, as the system allows direct conversion to domestic sales without going through the VNACCS automated clearance system.

For Customs Officers

  • Reduced manual approval tasks within the system.
  • Faster approval processing when the system receives standardized “blurred” messages from businesses.
  • Accurate and transparent reporting data.
  • Improved management of duty-free stamps, as the system enables flexible report extraction by HS code based on various sources of goods, such as temporarily imported goods, goods with completed import procedures, or goods from domestic sources.
